First of all, why is the phrase “A Fine City” linked to Norwich? It actually goes back to the 19th century, when local writer George Borrow described Norwich that way – and it stuck. You’ll see it proudly printed on the welcome signs. Author J.B. Priestley once called it “a grand, higgledy-piggledy, sensible old place”, which feels just about right.
